President and CEO of DevSolutions Consulting. A boutique firm providing advisory and consulting services in micro and small business financing and development. Previously, she was a head of the Strategy team and Coordinator of Programming in the Caribbean at the Multilateral Investment Fund (MIF)/ Inter-American Development Bank (IDB), now re-branded as IDB Lab. While at the MIF, Dr. Leslie led the development of a US$23 million project pipeline, mobilizing key co-financing partners including the Caribbean Development Bank, the European Commission and Citi Foundation. She also oversaw the successful transfer and management of the US$7.8 million Clinton-Bush Haiti Fund that was transferred to the MIF in 2012.
Prior to joining the IDB, Dr. Leslie covered bilateral and multilateral assistance and foreign investment for the Government of Jamaica, while posted at the Embassy in Washington D.C., as Economic Attaché. She lectures and publishes on economic development topics in the Caribbean and Africa. She has Ph.D. and Masters degrees in International Relations from Columbia University, and a B.A. in Economics from Barnard College. In 2012, she received the prestigious Antonio Ortiz Mena award from the IDB for her contribution to the institution’s work in the Caribbean. She is a citizen of the United States.
